I've just gotten a newly built 2.2T w/Zenith carbs that I installed in my 914 to the stage of starting for the first time. After struggling with the ignition system for several days, I finally got the thing started, but now I have a problem with the fuel system. When the fuel pump (a new 3lb. pump)is on, fuel spills right into the venturi at least on one side if not both. My first thought is that my floats are off as they should close this flow off. I also wonder if I should have a fuel return to the tank to allow excess fuel someplace to go besides down the throat of the carbs. Right now, the fuel comes from the tank to the pump to the carbs. Since the 914 was injected, there is a return line which I have plugged, but I could easily use it in this system. I have been unable to get my hands on lit./diagrams of the Zenith system, so I'm flying blind and ignorant.

you should replace the pump with a 3 pound unit, like worldpac's # 912fpmp. the 914 pump puts out 35# when it's regulated on the 914, and more when it's run straight into something. if it drools with 3 pounds, either the float valves are dirty or old, or the fuel level is way too high.
