Question 1975 smog pump

is this required to have on the car or can i take it out?

You can take it out.
In California 75 and older do not need to be smogged anymore. In 2005 I pulled my catalytic converter, backdated the exhaust, pulled the pump, got rid of everything smog related.

So far so good.
I have a 75 as well.

Not required for operation, but may be required for local DMV registration--you'll need to check that for your own state.
