I have a condenser behind my rear left wheel is it normal, and how do you test if it is working properly?

it does not turn
but so doesn t the compressor clutch: no voltage

Probably an after market A/C system. I have the same thing. It has a fan. If compressor clutch isn't engaging, you need to solve that first. I doubt your year car had a high/low pressure switch. Do you have refrigerant? Push on the A/C charging valve, it's like a tire valve and see if it hisses. That's the first thing to do. If no hiss, you need to pull a vacuum and recharge with freon or more.
