That's in fact a VW, strictly speaking. three were built in 1938 for a big Berlin-to-Rome race that was never held. They were actually Type 60K10s; the Type 64 was a planned VW sports car--sort of a Prewar Karmann-Ghia--that I don't think was ever actually built. Ferdinand Porsche for some time used one of the 60K10s as his personal car, since it was quite nimble and fast, apparently---timed at 90 mph top end.
