1989 C4 Altenator 13.3?

Dear All

I had the car die on me last night
1) Alternator is running 13.14 on no load and 13.46 under load. For what I seen it should be 14.4?
Problem #2 and I hope it has to do item #1
The car will die when the car returns to idle (Intermittly) normally it happens when I slowing down to pay a toll or high rev and then come back to Idle.

clean up the grounds from battery to body and trans to body first, then recheck the voltage should be 13.8 to 14.2 normally.
