74-75 mini flag mirrors adjustable?

Hi Guys,

I've got a genuine porsche left hand side mirror like the one pictured below. Are these meant to be adjustable? Because I can't seem to move it at all with it off the car.

the should be able to be adjusted in 2 areas

screw it to a board and try it, they can/should be stiff to move.
