Question Heater Engine Fan Control Relay

I have a 1984 Carrera with Auto Heat.
Just when I thought I had fixed my footwell heater problem by carrying out a repair to the Control Relay IC board a new problem has occurred after I activated the starter motor. I have lost power to all fans and on investigation discovered another burnt trace on the IC board this time leading from Pin #9. As I have understood Pins 9 & 11 are fed power during cranking to prevent any fans operating whilst the starter is activated. It has also been suggested that when the starter is not activated either pin 9 or 11 could become an earth. It would make sense therefore that Pin 9 or 11 in the passive state must provide the earth for the engine heater fan relay solenoid. When the starter is activated the earth is lost to the engine blower fan relay solenoid thereby preventing both engine fan and footwell blowers from working.
I am interested to hear from anyone who may have investigated this part of the control circuit as I am at a loss to understand what may have caused this trace to burn. I should add that with everything connected and the ignition on both the engine booster fan and footwell fans worked as expected.
