ride hight (silly?) question

I've just get through many posts here about this subject but I'm still confused.
I have problem with height of 911 T wearing 14" Fuchs 185/80 tires (comfort style). Wheel diameter is 25,9"

The Euro height should be ca. 25,5" F and 25" R.

Is that measured from ground level to fender edge trough the wheel center?

I found in Haynes 911 manual that there are factory numbers of height that should be reached using measuring method described there.

Where can I find these numbers?

Yes. The factory measuring routine is different, as stated in the Haynes book.

I use the factory method, which is also likely described in the haynes manual.

108mm front, wheel center above torsion bar center
16mm rear, torsion bar center above wheel center

You will find a car set to those specs significantly higher than what most consider "euro height", despite the fact that those numbers are for european cars. I found that, 10mm on the low side of these numbers, ride quality is significantly improved and handling is not noticeably affected (compared to the same stock setup car 35-ish mm lower).
