What is this hose?

I was trying to diagnose a water leak and I removed the mats and pads in the passenger front and back floor sections of my 90 C4. There is a hose that goes from in front of the center console, down the right side of the hump, under the passenger seat, then through a grommet that is on the vertical part of the back seat footwell. Is this a drain for water? In not, where exactly is the hose that drains water and where does it exit the car?
