Early 911 steering column play - same fix?
 

After reading a few posts, it seems that the 928 part number bushing used to repair loose steering columns is for later 911s, and is not what you'd do to address this issue on say, a 1971 911.

Am I correct?

I bring it up because I pulled the stock steering wheel last night to install a momo prototipo and am able to move the exposed shaft up and down, as well as slightly side to side.

The stock wheel had a spring on the backside and the play is not nearly as noticeable with the steering wheel installed.

Is there anything else that can done short of ripping apart the steering column?

You are correct. The 928 part won't work for early cars. The spring and the 'washer' it rest against under the steering hub is key to reducing steering shaft play in the early cars. When the wheel is off (or those parts are not installed), the shaft will move in the way you described.
