Leans to the right

I am in the process of reassembling my car before paint. Front suspension was out and blasted, painted, new struts and put back in. One thing I noticed when taking it apart was that the right side torsion bar adjuster was in almost all the way while the right was not in at all. I put both adjusters back on with the car up on the hoist and the suspension just hanging. Both were installed at about the same position. Lower car and give it a few bounces to settle and the right side is way lower. Bars are stock. I am going to pull them and swap them but this does not make any sence to me.
