In and out steering wheel play

My SC has a slight bit (1/16" - 1/8") of in and out play in the steering wheel that can be felt by pushing or pulling on the wheel. Up down and side to side the wheel is solid.

All of the searches return bushing fixes to address vertical and/or side to side play.

Before I tear into it...

1) Is this a bushing issue that can be resolved with the sleeve or is it something else?
2) Any risk in driving it in this condition? (I may wait until it comes off the road for the winter)

Have you removed the center horn pad and confirmed the movement is NOT in the steering wheel attachment to the column itself?

Yes. I actually removed the wheel and re-tightened it. There was a bit of slop in the wheel to column splines/interface when loose, but it tightens up when I tighten the nut. The white bushing is (surprisingly) in tact. The in and out movement appears to be the column shaft itself?
