Alternator, Regulator, other

I have a recently discovered issue with my 1970 E in which the alternator light stays on after starting, and glows more dimly as revs increase until it finally goes out at around 3500 RPM. It comes back on as soon as revs decrease. I did not have time to troubleshoot this, but based on the symptoms would you suspect the regulator more than the alternator ? Any other ideas ?

Do the easy stuff first. Is the belt slipping ? Make sure it's tight. Then clean the ground straps where they connect to the body. Retest and see if the problem goes away. If it doesn't then you're into troubleshooting further. But frankly this sounds like a belt or flakey ground problem to me.

When the car is off what is the voltage across the battery?
When the car is operating at idle what is the voltage?
when the car is at 3500 what is the voltage?
Without knowing some basic information it is hard to say what is wrong..

Could be:
voltage regulator, alternator, loose belt, bad ground, or loose wire.
