Turns out the problem was simply that the car was set on the rich side. I had my shop do some tinkering and set it properly. The surging is now gone. I think what I was feeling in the surge was the lambda box pinging off the rich stop. Every time it would richen the mixture for a quick second I would feel that as an extra pull. The duty cycle is now right where it should be.

Paul, aadrew10 has Dwell scales for 8cyl and the 6cyl cars, note on the face of the meter says
for 4cyl cars to double the 8cyl readings. I know this post is old but, i am interested in this subject, why not use the 6cyl scale since our cars are 6cyl.

Because in this test, you are attempting to read the duty cycle of a single pulsed injector (FV), which tells you what the lambda system is doing to correct the mixture to stoich, not set the points gap for a 6 cylinder distributor...
