What is this shim/spacer/washer?

I got some used Boge struts/spindles from a Carrera for my project and I noticed that the drivers side had an extra piece it in, that is not on the passenger side.
From what I've seen in the workshop manuals, this piece doesn't belong. I believe it was sitting on top of the dust cap (might have been below it) The spacer is approximately 10-11mm thick, and looks to be Cad plated. The cad plating looks similar to other carrera parts. Anyone know if this piece belongs, and if not what is it for? (lowering strut I'm assuming)

It looks like the ride height spacer for US-spec cars. If so toss it!

While removing the struts from my 1978 SC I noticed the same as the topic starter, my car also has the spacer only on the driver's side.
Can I just remove it? What will be the consequence?

Any idea why there would be only a spacer on the driver's side?
