Question clutch concern

I just my car back from the wrench for a little test driving - it's a hot rod project that has been in the works for about 7 months. The engine has been out for work.

The problem (as I see it) is with the clutch. It operates extremely close to the floor, maybe 1-1/2"? It seems to work OK, except it feels like every gear 'just barely' accepts the shift (I hope that makes sense). I'm a poor mechanic but I have replaced and adjusted a great many VW cables, in order to cure exactly the same 'just barely' feeling. The VW cables would stretch or in many cases fray badly enough to present that same feeling.

My wrench says it is OK and is adjusted properly. He says the clutch assy was OK at engine installation.

I think something is wrong. I would like to get some opinions and/or experiences to help me figure this out.

Is there 3\4 to 1 inch free play at the pedal? If not, adjust at tranny. Also, Take the carpet up under the pedal and adjust that pad that allows the pedal to move farther down. That is if you haven't done these already. My 2 cents..
