What is a "respray" (vs. paint)?

I read the post about the "spygame" car having a "respray" and was wondering what that was? I have a couple of nicks and one bubbly area that I will need to address next year and was wondering if I can avoid the big plunge and get a quick once over from cheapo joint. Through ownership I have learned the "you get what you pay for" lesson but I really only use it for liesure driving, etc (2 liter sporto not blowing the doors off anybody). Does respray just mean matching color and going over it again? Anyone done it themselves? In the spygame post someone said "bad respray" but I thought it looked good in pictures???
