How to clean old seam sealer?

What takes off the old seam sealer. Cant get a grinder in this spot i scrapped most of it off, just need to clean what i cant get to.

I use a set of wood chisels that vary from .25" to 1.5". You have to be careful to scrape the surface and not into the metal- when I started this practice several years ago, my first foray inside the right quarter left me with a small ding to repair. After the chunks are out, the knotted wire cup and knotted wire wheels remove the rest . . . I've been doing it all day on the 914 before I start welding seams.
