Electrical device behind dash....what's this?

I need help identifying an electrical device that is NOT connected! It's right behind my gauges on the left (driver's side) inner fender area. See pics below... the white plug is not connected to the mystery black box. What is this? ...and should it be connected?

Thanks for any help!

fuel pump cut-off relay. it was probably intermittently cutting off the pump, so unplugging it deletes the over-rev cutoff.

Interesting! Thank you VERY much! I haven't tracked her yet, and it will be very good to know that I need to watch the revs myself and not rely on a limiter.

Thank you!

Cheers,
