What the hell is this? (Mystery CIS connection)
 

I found this exposed nozzle on the passenger side of my engine, way back there near the firewall. Car is a 74 CIS, but the entire CIS system was replaced with that of a later-year car (not sure exactly what year). Anyway, it seems to me like something isnt right. Can anyone tell me what i am looking at exactly? Should i cap the end or leave it alone?

That looks like a charcoal canister. My 77S has this mounted on the passenger side of the engine compartment.

Charcoal canister goes from the engine (small port, vacuum) . Should be the hose somewhere in the engine bay.

What's the number moulded onto the item?

If you search in Google with that number you'll probably get a result which would tell you what it is.

Yes, that's the charcoal canister which is part of the fuel tank emissions system.

From the look in your picture, the small tube is plugged already and that's where a hose from the front of the car--connected to the evaporator tank--should be connected. The large opening is where the hose to the air intake is connected so vapors will be burned. At the other end (not shown) should be one connector where a hose from the shroud is connected that forces air through to purge the vapors.

Get a mirror and flashlight and see if you can see a small hose loose somewhere that comes from the front of the engine, and see if the hose from the shroud is connected or, at least, if the connector on the shroud has been plugged. If you haven't been smelling gasoline fumes, then likely the hoses have been plugged somewhere along their routes from the front fender.

This is a major problem.. I would not keep this car its damaged.. deliver it to me and I will dispose of it.

Here in So. California went to smog my SC and that hose was not on and they failed me on inspection. Stupid i know but just FYI.

I was under the impression that 74 and older cars dont need to take an emissions test?
