Weber problem, 40's on a 2.2

Have a kind of weird problem. When car is not running, ignition on, fuel pump running, gas is leaking into #1 piston and pooling on top of the throttle valve. It is then finding its way out and dripping slowly on the manifold. 2 and 3 are fine. The float level is fine but gas seems to be getting out to #1 carb/cylinder. I would assume that if the float level was too high, 1,2,3 would all be experiencing the same problem. The dripping gas is not coming from the accelerator pump jet. Any ideas would be welcome. Steve

Your progression circuit air correction jet is plugged either by crap or by a gasket that does not have the "dangling chad" removed over the air jet. The blocked air passage will allow gas to siphon out of the fuel well into the #1 cylinder. The #2 and #3 cylinders share a common fuel well while #1 shares its fuel well with the accelerator pump supply.
