I really would like to get ahold of a project 997. Is there any hope of finding one of these for a project car and where would I find one? I'd like one with a blown out engine so I can rebuild one and put it in. I am on a college budget but I'd just like to know how feasible this would be.

On a college budget? Not feasible at all. With Porsches especially, regardless of which 911 series it is you will spend more (often much, much more) to rebuild/piece one together than what a complete, functioning one costs.
Going rate for a decent 997 these days is $45k plus.

It's a nice daydream, but realistically, finding a 997 with a blown engine is surely not impossible but guess what, everybody knows what they are worth, making a "steal" of a salvage 997 is practically an impossibility too.
