Are these front spoiler bolts supposed to just pop out?

Redoing my front end and trying to save / restore the front rubber spoiler as it’s $$$. One of the square bolts popped out. The others are stuck.

Are they stuck because of corrosion age / or is there some glue or adhesive in there as well.

Thinking I can blast the hardware easily and re plate them Vs buy new.

On the side I have a ton of rust if side of it. Lil tear and most of what’s a support metal insert is gone. Managed to clean it out

The bolts along the bottom should just pop out. The few along each of the sides are permanent.

Looks like just rust holding them in on your spoiler.

Thx. They where stuck. Lil penetrating oil and the popped out.
