1977 CIS Throttle Body Allen Bolts w/Springs - how tight?

I'm replacing CIS hoses, chasing air leaks and cleaning the rubber boot. While I'm in there I notice that one of the allen bolts with springs holding down the throttle body can be turned by hand. None of them seem very tight or torqued down, this goes for right and left openings.

How tight is too tight?

How loose is too loose?

I'm guessing under 6 ft/lbs or not enough to compress the spring all the way.

5 mm fits.

Cleaned off a film of greasy blackness off the left butterfly opening. The larger opening on the right was much cleaner. Used some carb cleaner and a rag. If I had some Seadfoam on me I would be tempted to pour a little down there, but a giant cloud of white smoke is not what I want to see today.

Is there anything I can apply (besides turning the clamp screw) to make sure the rubber boot openings do not leak? The rubber boot is in great shape, but dusty on the back side.

This may help in tightening the allen screws..
ie: tighten to bottom and back on 1 full turn.

Tighten to compress spring fulling then back off a turn to allow some spring movement if needed.

Nothing on the boot or clamps. There is a groove that takes care of potential problems n
