That is a standard eprom. No way to know how it is programmed with a visual inspection.

It could be anything including a boot rom for an old PC, an arcade game, or could be blank.

As said above: If is the program burned into it that is the important thing the chip is just the repository.

That is a UV erasable EPROM. There should be a sticker or something covering the window to keep the data from being wiped.
