Obviously you have some anomaly in your wiring. The fuel pump for CIS engines from '76 - '83 do not run until the air flow sensor plate breaks the ground contact to energize the FP relay. You can verify this by checking terminal #85 of the FP relay socket. This will show absence of ground contact. Use a TL (test light) connected to a 12 volt source and connect the probe to terminal #85 (FP relay socket).

Thanks Tony for the info, I will check this out. Since the car was like that all the time, I did not even think about it. Now I have more work. :)
Also with all the info above, I now need to check the injectors.
