Car off, ICV still humming?

Hey guys,
Have my first starting issues...yay

Very intermittent no-start issues, where the engine is cranking.
Running up to get the battery tested, since I don't know when the PO last replaced.

Noticed this morning that without starting the car, the ICV was humming and vibrating to the touch. Disconnected the battery, it stopped. re-connected the battery, and it wasn't running.
was able to fire up the car, let it run for a little while, cut it off, and the ICV is still humming.

What gives? Normal?
