Emergency Brake Not Holding After Rebuild.
 
I have a 1976 911S. I just went through all the brakes new master cylinder,replaced all four rotors, rebuilt all four calipers, new brake hoses and changed the emergency brake shoes. I went out and bedded the brakes. All is good there. My problem is that the emergency brake will not hold the car. I adjust the brake shoes as recommended here. Got the brake cables LEVEL or EQUAL through the site holes and adjusted the adjusters to were the shoes just touch the drums. In four clicks the handle is good and tight. But the emergency brake still doesn't hold the car. Any advise would be appreciated Thanks.

Does the shoe cause a definite drag on the wheel when the lever is pulled or is there just a tight cable with no braking action?

When I pull the emergency brake handle you cannot turn the rotors when the car is up on jack stains.

Just a guess. I used to work at a tire store while in college and often worked on drum brakes as well. Sometimes the shoes had to be arced to fit the curve of the drum and also the glaze buffed off the shoe material in some cases. A few strokes with a rasp would usually do the trick. Possibly, your new shoes are only contacting a small part of the drum surface--enough to hold on jack stands but not enough to grip the weight of a rolling car.

that is my guess also, I used to sand them down after install (old drum brake cars) most likely inhaled the brake dust. That made me stronger!! and the car stopped better.

Also, when you take the rotor back off, check the drum part to make sure there's not a ridge that catches the edge of the shoe.. It will give you a 'false' shoe adjustment.. If that's the case, It (ridge) is easy enough to remove on a brake lathe.. Had that one try to whip me once..
