Help identify electrical component

Hello, after getting my engine all back together (new valve guides) I am working out some electrical difficulties. Could someone help identify this part and it's function? It resides in the trunk (luggage) against the firewall on the drivers side.

Since I got everything back together this unit emits a humming/buzzing sound when ignition switch turned to number 1 or 2 position.

I have some other electrical issues as well and I wonder if this new sound is related or not.

Thanks

cut the C and 50 wires and attach them together to bypass the relay. these relays keep the starter from working until you buckle up, and can leave you stranded, buckled or not.
