I can't seem to 'tap' in the two shift rods; I can get one in or the other but not both. I have followed the write up and pushed the 1st/Rev gear all the way forward and that allows me to only slide one rod forward. What am I doing wrong?

The only thing I can suggest is to make sure that the detent lockouts are not blocking the insertion of your rods. You might have to manually hold the lockout in place to get the rods in.
