Turning Signal Problem, again

Have an intermittent problem with signals, brake lights and reverse lights. All other lights work: head lights, running lights, license plate lights and hazards. The prior owned had cut a number of wires in engine compartment on components (engine compartment light, rear window defrost, engine compartment heater fan, that I know of) that didn’t work. My first fix was the engine compartment light wires were grounding to the body. Then when it happened again the second fix was to check the remaining cut wires were secure and not grounding. Then I noticed after that fix with the ignition off and the signal stalk in an “on” position (either up or down) the signal light would stay on left or right depending on the position of the stalk switch, but the signals were working.

I just did a back dating of the heat, removed the heater fan from the engine compartment, installed a Momo steering wheel and replaced both steering wheel column covers. The wiper stitch and signal switches were replaces last year. I had to remove the power horn contact to the old steering wheel and run the horn power to the horn button because it seems the steering wheel column is a ground. I also note that there is a brown ground wire (I don't know where this originates but it comes from the left side) that gets connected to the steering column metal frame, that holds the switch / wiper switches, with one of the screws that mounts the top cover column. After all of this I now have no signals again, but with the ignition off the signal lights still stay on if the stalk is in an on position. All other lights work including the Hazzards. Also the high / low beams work ok with the signal stalk switch. I again looked at the cut wires and while I was at it grounded all of the cut brown wires, but alas still no signals.

Please provide some direction on where to start to ID this problem.

One light stays on with ignition off? Normal, parking light for those dark unlighted streets.

Turn signal on (not blinking) with the key off is normal.
Brown ground wire goes under the lower right side clam shell cover screw .
Check all your fuses up front. Rotate them in place to make good contact.
Check for power at the light sockets (bulb removed) Clean the light sockets- a bad ground of the bulb is quite common.

Does it matter that the ground wire is on the upper right claim shell cover screw?

I was thinking that maybe the back up light or brake light wiring could be the problem, since the Hazard's work and I assume that they use the same ground as the turn signals?

Just for an FYI

I looked at the continuity across the fuse and found that even though the fuse was not broken, there was no continuity. I replaced the fuse and the signals worked. The local PCA tech person said that the "plastic" ceramic fuses have been known to have this problem.
