gas fumes on fillup

Where are the fumes emanating from the neck, at the sending unit or somewhere else?

Your post is a bit sparse. Assuming inside the cabin you smell fumes?

so the canister itself is leaking?
cap passed CA. smog in June I don't think its that.

If only upon fill up, my guess is leakage at the fuel filler hose. That's the only time liquid fuel is at that level. You may not even see the leak since it only takes a small amount of fuel to vaporize and waft into the cabin.

At levels below "full", you should be able to see liquid fuel at the source of the leak.

Overfilling could saturate the canister with fuel and also introduce a fuel odor in the cabin.

are the fumes inside or just more noticeable in garage? I have had lots of fumes that if I fill up the gas tank too high. but none inside.

Had the same problem on my 88, turns out the expansion tank line was broken. My expansion tank in the left front fender above the water tank. Don't know if your 81 has the same set up.

Check the seam around the fuel tank. They are prone to leak if rusted but can be repaired.
