gas fumes on fillup
Where are the fumes emanating from the neck, at the sending unit or somewhere else?

so the canister itself is leaking?
cap passed CA. smog in June I don't think its that. |

gas fumes
are the fumes inside or just more noticeable in garage? I have had lots of fumes that if I fill up the gas tank too high. but none inside.

Had the same problem on my 88, turns out the expansion tank line was broken. My expansion tank in the left front fender above the water tank. Don't know if your 81 has the same set up.

Check the seam around the fuel tank. They are prone to leak if rusted but can be repaired.
