Clutch Pedal travel and Cruise control

My cruise control on my '87 Carrera was not engaging all the time and sometimes would just cut out like I disengaged it. I have isolated the problem to the clutch pedal. Sometimes the pedal does not return all the way out but stops about 1/4" short. This short distance is apparently enough to keep in contact with the clutch disengage switch. If I pull out on the pedal with my foot the CC will work fine. Other than this CC issue I am happy with how the pedal is working and it does not effect the operation of the clutch or transmission. Is there a simple fix other than a pedal cluster rebuild. The brake pedal does not have this return travel issue. it returns all the way to its stop and cannot be pulled out any further. I guess I can just keep pulling out the pedal whenever I want to use the CC but that is just a kludge. is this a hydraulic issue that bleeding would fix or something else. I have recently bled my brakes after some suspension work but have not touched the clutch at all.
