What is this for?

While trying to sort out my cruise control problem on my '82SC, I have come across a wire at the fuse panel that appears to have been cut and wrapped with insulation. It is red with yellow stripe. Not sure what guage it is but it's a little bigger than most wires leading into the panel. It comes up behind the fuse panel and then probably should go into the top screw of a fuse somewhere. It does come out directly on top of fuse for the cruise. Could this be the power for my cruise control? TIA
