It is normal if you are very, very lucky! They were an option on very few Targas and if you ever want to sell it, people will stand in line to buy it, myself included!
Most people with the fiberglass unit still have both tops, one like yours and one folding to use when they want to take the top off while out driving. The fiberglass unit can be stuck behind the seats but its a tight fit and its nice to have a folding one as well. JoeA

Yes, the fiberglass top is very undesirable. But, because I have a soft heart for helping the less fortunate, I will be glad to remove this clearly inferior piece of engineering from your life. I'll pay for shipping of course.

Just as Joe said, the one-piece Targa tops are VERY desireable! However, there are a couple companies out there that produce after-market fiberglass Targa tops as well. The aftermarket versions are a lot less desireable, and from what I gather, not near the same quality as the factory unit. So, to verify that you are one lucky S.O.B., start looking for that factory part number!

I am sure it is original as the fit and finish are up to the Porsche standards and it shows fairly well for its age. I cannot get rid of it as it is the only top that came with my car. I do however have a new vinyl piece for recovering a folding top (wasn't very smart buying that).
