Where do I stop?
I'm chasing rust through my '69 e and would like guidance on where stop with the removal/replace process. There are two areas in question at the moment that I tried to show in the pictures- where the inner fender comes in under the cowl skin just forward of the passenger-side A-pillar, and the right side of the passenger floor where welds to the inner part of rocker flange.

you'll get differing views on this. for my resto, if it's pitted, it's coming out.

If its structural then replace. If not then consider the fact that it took 40+ years to get to this stage from bare untreated steel when new. If you kill the rust and then seal the area and use modern epoxy primer how long do you think it will last? I would bet on another 40 years. If you cut open any sealed area on an early 911 you will find surface rust. Let your cheque book make the decision, unless it's structural in which case it must be replaced. Looks like you have cut out the perforated sections, surface rust I would treat chemically and spend my dollars on new steel where needed.
