Help with horn button
 

I tried looking for exploded parts diagrams but obviously failed....
I'm putting together a steering wheel to make my car more stock. I've collected the parts for the horn button but after staring at how I think they fit together I'm still not exactly sure of the order. So before I piss off the neighbors with a 10min horn blast, I thought I'd check here before putting it all together.
My guess for the order from the hockey puck out is numbered on the photo below. The real only question is for the rubber washers, I have them between the two pressed steel plates (#s 1 and 3) because I assume they're insulating. Correct?
