Reverse lamps only illuminating when moving??
 

I'm getting my 84 Carrera ready to go to state inspection and was just making sure everything still works after 6 months in the garage. I found that my backup lamps do not illuminate when I put it into reverse but the clutch is still in. When I actually move in reverse they light.

Any ideas? Is this something that will fail a Texas state inspection? Everything else works fine.
