1. Can new tires have flat spots?
2. The problem occurs even if I have driven the car the previous day or earlier in the same day, as long as the tires have cooled down. How long does it have to "sit" for a flat spot to develop?
3. Would re-balancing help with flat spots?

if truly flat spots than i would say tires are defective...do an internet search to see what a flat spotted tire looks like....as i said previously if it goes away after you drive it a little "i" would not worry ...but again thats just me and my 2 cents, ben re balancing wont make any difference.
