One more rear seat question

OK - I admit it. I'm evidentially an idiot. Those that know me will confirm this, but I wasn't expecting to get flummoxed by rear seat latches.

The red tabs extensions need to hook on to, or be blocked, by something to keep the seat upright but what? Schematics aren't clear - at least to me.



Shockingly, the car looked a lot worse before I got her so please look past the horror show in the pictures.

Some more info to work off.

My rear seats are evidentially a later car with a different assembly.



I have access to the piece circled here which I assume would need to be welded in to replace the existing metal there, yes?
