Realistically, how much HP will this add?
SS headers with cats. Don't the cats negate the 15-20 HP increase?

It depends. A well done cat system really shouldn't give up much HP. A lot of the cat systems designed in the 70's and 80's though were not "well designed" and were too restrictive.
Did you know that the current generation of DTM race cars run unleaded fuel and cats? They're putting out 450 HP and no one is complaining about leaving anything on the table. Admittedly, they don't have to pass smog but I'm sure that whole lot has been learned about the subject since 1976. Besides, if your state tests emissions, it may not be much of a decision. You either get them or your car is for track use only.

If I remember correctly, the '95 993 gained ~20 hp from an exhaust change to a symmetric system with dual cats. Maybe the same can apply here.
