87 carrera cruise control

need a little help before I tear into this. My cruise does work
but whenever I set it below 3000 rpm it creeps back up to 3000 rpm, which is if I have calculated correctly is about 72 mph. I
have a bright yellow slant nose cabriolet so its not hard to spot
for the men in blue. If I don't want my insurance to sky rocket
I need to get it fixed and have the speedo calibrated for my 17"
fiske wheel and tire combo. any suggestions on where to start?
thanks keith

You should call Peter Sanford of General Development Laboratories. He fixed my cruise perfectly. I did not have the same problem as yours but he knew what he was doing.
