87 Carrera (What's this cable?)

There is a cable that runs to the Throttle housing, (it is not the throttle cable), it runs back around towards the fuel filter, into some sort of canister, if you will. On my car this cable is not hooked up, but I can tell is was at one point, to the throttle lever. What is this cable and what am I loosing by it not being hooked up?

Keep in mind that the cable doesn't connect directly to the throttle lever.
Mine had a chain (like what hangs from a light switch) that was a link between the cable and the throttle so that it would hang loosely when not in use. Don't know if it would cause a problem, but it just might--
