To weld or not to weld?

The internal b-post kidney, should this be welded across the bottom or not? On one side of my swb 1968 the interior kidney was welded across the bottom, on the other side it was not. Inspection of a 1989 turbo shows kidney not welded with a 5mm gap.

What is correct? What is better?

Also I am about to replace outer sils, (old ones whilst not rusty were poorly tacked into place, so rather than weld back a 15yr old sil, am putting on new. ) these will likely be covered will s sill trim. Are there any mods that should be made to the outer sills before welding in?
