california smog quiry
currently as I am told if you have a car that is a 1973 model or older you are not subjected to emmissions testing at this time here in california. has anyone got solid (or rumored) info on when they will move that year up to say a 78 model year? i have heard they will go in 5 year incriments, ive heard that they will just quit asking for smog test when you renew your registration and i have heard alot of people say they dont know, this includes DMV staff and a few mechanics ive poled..
I have visited the DMV web site and they give no real info on this matter. has anyone heard what might be the case? i got me a hankerin' for some SSI's and other exaust mods, but i dont want to have to swap out for smog everyother year. regards, gross poluter in waiting |
As I understand it, the law says 73 and older are exempt, with a rolling 30 year exemption. Unless it changes, which the clowns in Sac keep threatening to do, your SC will be exempt in 2008.
For more good news, we bay area folks will be getting the "enhanced" test soon, and get to be tested on the rollers like LA and Sac. Regarding SSI's, many people report passing smog with them installed. Your average smog check guy looks at them and thinks they are cats. Tom |
If you do a search this topic has been covered extensivly, including sites to the current statutes. Do a seach under "smog" or "emissions".
If my memory serves me corectly, beginning in 2003 a 30 year rolling exemption will begin. This means in 2003 the 1974 models will be exempt, 2004 the 1975s, etc. So you are looking at about 2008 for the 78. There has been some opposition to the statute so there is no no guarantee it will still be in effect in 2008. California is also putting into effect the roadside detectors which will identify polluters as they drive on the street. Apparently, no car is exempt from being a polluter via the roadside detector. If caught, the state sends you a letter to take your car in for testing. If you don't you are fined. |

The rolling window is supposed to start in '03, but there was a bill floating around last year to repeal the current setup, which ostensibly would have taken us back to '65 as the magic year. There's a lot of money to be made selling useless smog equipment to people who need to get their cars registered. For example, ya know the little decel valves on VW bugs, that goes under the carb? A local bug 'performance' shop was getting over $100 for used ones. So in the mean time, don't do anything or buy anything based on what you think might happen. I've seen people snookered into buying unsmoggable cars outside the window because the seller convinced them it would be grandfathered in the next year. |
emcon5 (Tom), can you point me to a photo of SSIs? I've never seen one in the metal.
Also, don't you need a cat to pass CA smog? I know a good 911 is clean but I didn't think they'd pass tailpipe without a cat. Or am I wrong in thinking that installing SSIs means you take off the cat? |

Is this still in effect? Hope so. If I sent my 79SC Coupe out to Calif to live with my son, could he drive it or would he have to park it in the driveway and just look at it. The Car is a registered classic in Pa and has DC21 cams,smog delete,ssi/dansk,and ac delete as well. |
'75 and older, no smog. '76 and newer, car must pass the sniffer and and a visual showing all smog equipment is present.
you can try and drive on the PA plates, but not being registered in CA will catch up eventually, only a matter of time... |

California Bill to Exempt Pre-1983 Vehicles from Emissions Inspections Removed from Consideration Legislation (AB 210) in California to exempt motor vehicles manufactured prior to the 1983 model-year from the state’s emissions inspection requirement was removed from consideration by the bill’s author in order to build additional support for the measure. Current law requires the biennial emissions testing for all 1976 and newer model-year vehicles. The bill had been scheduled for a hearing in the Assembly Transportation Committee on March 25. The legislation will now be eligible for reconsideration by the California legislature in 2020. An overwhelming response was received from enthusiasts in response to requests for action on this bill. Thank you to everyone who voiced support. As most are aware, this has not been the first proposal in recent years attempting to revise the state’s emissions exemption to benefit our hobby. Mine passes w/ a steve wong chip - I've stopped swapping back to the original due to not wanting to repeatedly bend the meteal tabs on the DME box which will break over time.
Trick - italian tuneup beforehand - you want to go in with the car HOT. I drive it spiritedly for 20 minutes and then cruise in - passes w/ flying colors w/ the original chip- and well near the middle for all but one reading w/ the steve wong (bottom 15% ish at I think the idle reading likely due to more fuel being run but I'm not the expert there at all). Net net - passes. I get asked re: the M&K exhaust "is the car all stock?" and I answer with "yep - had to replace the original muffler with an OEM reproduction due to rusting out a few years back" . <this in a super clean car> Never heard a thing about it and this is SoCal where it's on a dyno. |
