You are missing nothing. Used to set the idle. May have other uses. I don't believe the idle set procedure is in the Bentley manual but it is in the Haynes. What you see is normal.

The relay for the missile launcher goes there. :-)

It's a test port. Running a jumper between 2 of the pins disables the idle correction so you can adjust the idle.

No, but you have a fuse that needs to get straightened out :)

Test connector.
 
Used to set the idle set screw on the throttle body.
