License plate in my new ROW 911...what does it mean?

This license plate was in my newly acquired 79 SC. What is this? A German tag for a US service member or something like that?

Nowadays we get plates that are identical to the German ones, as far as size permits. They stopped these 10 years ago or so.

Exactly. About end of 2007 they stopped these plates, so US-staff cars were more anonymous in the mass of other cars (security concern).

Btw, the TάV plate states end of technical Check period 12/2007
