Holes in Floor?

I'm in the process of replacing my carpets and I noticed that there are 4 holes drilled into the passenger foot well. I noticed it because the sound deadening material is starting to break away. Is this normal?

Not normal. Looked at a 79 sc and it had the same type of holes on the passenger side and 2 or 4 eye loops on the driver side. He said a PO had raced it and they were from a racing harness of some type.

not a safe harness...

sand off any burrs, prime/paint & stick some dum dum in there before putting down the damener

on the ext., recoat with undercoating over the protruding dum dum

Dum dum is a putty-like stuff that is used in places like the window corners. It is sorta like plumber's putty -- doesn't dry out and is more sticky.

Home Depot in the electrical section. Used after you drill a hole in a stud and feed wire thru.
