85 Carrera brakes

I'm trying to sort out the warehouse find Targa I've been working on. PO was having brake trouble and had calipers half uninstalled. He told me he had bought new ones and lost them in process. this was only one of his three warehouses.
The pistons in the calipers were frozen we reconnected and used the hydraulics to free them up. Replaced the hardlines PO had mangled, put in new pads , fluid and bled. On the lift we were excited because we had a really solid pedal. On test rides the brakes work but are very hard. Been working at day job and took to a shop for some other issues. they thought it might have been the brake booster.
I talked to Jim at Easy he said the booster doesn't go bad very often. I searched for old posts and one about expanded soft lines sounded plausible. But it stops very straight. I had a 63 coupe that pulled and we messed with everything until we discovered that one of the softlines was bad. It makes me wonder wether both lines would be swollen at same time. Input would help before I just replaced all four lines.

Did you clean the caliper bores and the pistons after you freed them? There could still be some crud keeping them from moving freely. Also, your post doesn't say if you did all 4 wheels or just front, or rear. You say you have hard pedal, but how is the braking effect? Good and solid, or unsure (but straight as you mention)?

I had a similar problem on my '85 Carrera. Cleaning up the caliper bores and pistons + new flexible lines was the fix. While at it, I would recommend renewing the piston boots and collars.

hard brakes

We thought we freed up the caliper piston . Put on new soft and hard lines on the front. We pretty much left the rear alone. The pedal is all the way to the top. The car stops and stays straight, no veering. It really feels like a power brake situation that doesn't have power. we had someone mention replacing the power booster and another said the proportioning valve. Is there any way to test or visaully inspect those? i've ordered rear soft lines. i'm thinking of yanking out the pads one wheel at atime and testing how free the pistons are. i'm still confused because it stops so straight, that seems to indicate a system problem not one wheel.
i'm looking for ideas.
