Spotted that one as well, can't say I know what it is, first time I've even seen it. It looks more like a customized impact bumper with the accordions completely gone. If you look at the back it still has the standard valance under the bumper. The fronts are custom as well. not a bad look IMO.

The car shown at left (partial view) in that photo could be an SC-RS. Note the apparent wider fender flare (left front).
